Pour one tablespoon olive oil into the slow cooker and rub the olive oil well all over the inside of the pot.
Wash potatoes. Cut the potatoes into halves and place into the slow cooker. Top with dill, parsley, basil leaves, and garlic powder. Add second tablespoon of olive oil and toss well.
Place slow cooker on high for 2 to 3 hours or 4 to 5 hours on low. Cook until potatoes are tender. Top with parmesan cheese before serving.
